In Device Manager, under Software devices, I had to turn off Microsoft Device Association Root Enumerator. Then I restarted the PC.
Uncertain if disabling this device might cause other issues.

Hi. All fromsoft games, like DS3/2/1 Elden Ring ... started randomly stutterring crazy. I noticed it happening after I updated GPU driver, but installing older versions does not help. I tried DDU-ing, but it didn't help. Can you please help me?
Did you perform a clean reinstall and rollback of the GPU drivers using DDU? Are you certain that other PC games do not experience stuttering? Have you played any other games besides those from FromSoftware? Which PSU model do you have? I’m also assuming your games are genuine, not pirated. Are they installed on STEAM or another gaming client? Perhaps consider reinstalling the games from the beginning?
Are there any MODs you’re using for these titles, such as DS3/2/1, Elden Ring, etc.? If so, try running the game without any MODs. Have you also tried limiting the FPS? What monitor model do you use and what is its refresh rate or Hz?
Is your monitor G-SYNC certified and/or AMD’s Fressnyc certified as well? It seems unusual that only FromSoftware games are stuttering, not other titles.
Clean install during DDU-ing, CoD WW2 also causes stutter but none of the others do. ARK: Survival Evolved Cyberpunk 2077, Witcher3, Deep Rock Galactic, GTAV, Doom Eternal, Skyrim, Red Dead 2 and many more don’t stutter. My PSU is an EVGA 750 gold unit, and my games are genuine. I play all these titles on Steam. If I try reinstalling any of them, I’ll let you know if it works. I don’t run any mods from SoftGames; I do in Skyrim, though they’re limited to 60 frames. Cod WW2 isn’t allowed there and still stutters. I use a 21:9 144hz 2560x1080 monitor and it’s Freesync enabled, but I haven’t used that feature before. The issue started about a month ago after updating a GPU driver, probably.
