Make sure your cooler is properly seated and working correctly. It seems you're not getting 100°C idle, even with passive cooling active. Double-check that it's installed correctly. I experienced issues earlier this season where I was losing games due to unexpected lag, especially during intense moments. Some monitoring tools won't display over 100°C or may reduce performance.

Your reported 100fps might not match your actual performance. You're using a Ryzen 2600x, similar to yours, but with an 1070ti you see around 65-85 fps on average. The GPU is fully used while the CPU runs at 65-80% of its cores, so even with a 1060ti, your 40-50 fps should be close—once your CPU temperatures stabilize.
