You should still reach the top of Windows, but something might be wrong there. For shifting the title bar, you likely can't move it. Usually, you can only adjust the minimise/maximise/close options to the top left instead of the right.

It functions properly with the taskbar visible at the top. Would you like to know if auto-hide is available? It would help avoid overlap when the taskbar appears, though it shouldn't cause issues.
