I searched for more info but the results weren’t very clear. In Gears 5 there’s a new setting called reduced buffering. It suggests enabling it if your computer can handle a frame rate much higher than your monitor’s refresh rate. If you’re locking your FPS to 144, that means you’re already managing at that level, but the game sometimes drops to 110–120 even then. Your monitor’s refresh rate is 144, so you’d need a higher FPS than 144 for the settings to work properly. It might help to try enabling reduced buffering and see if it improves stability.
It seems like a simple speed limit setting. Disabling it would eliminate or reduce screen tearing, though its impact might be minimal.
It reduces pre-rendered frames which results in decreased input lag.
