LED power indicator is probably signaling electricity is arriving at the mainboard. If you're familiar with the original system, review its manual. Otherwise, obtain the part number from the board itself.

I reviewed the manual but it didn't mention anything relevant since I had to refer to the online version for a used PC. I plan to replace the coin battery soon and will attempt to remove the optical drive to check if it affects the behavior. I’ll mark it solved if both lights turn off, otherwise it’s likely the power LED is the issue. This system is refurbished with a new GPU and SSD, but the PSU seems capable of handling it.

It seems this board includes power indicator LEDs, with four lights that illuminate during boot and shutdown phases. Given it's an older setup, it might be a power status display. Consider removing the board and checking the labels near those LEDs. Your Gigabyte B450M Aorus model has written descriptions next to them to show their purpose. If this helps, let us know ^-^
