@xxMrTimelessxx PL1 represents the extended turbo capacity while PL2 denotes the immediate restriction. For a maximum output of 200W, configure PL2 accordingly. ThrottleStop 9.4.6 and Intel XTU can help fine-tune these settings on the fly. Once you identify suitable values, apply them in the BIOS.
