Uncertain if you're referring to a device your ISP installed at home or general ISP service. If it's the former: Understand the distinction between Modem and Router. https://www.verizon.com/about/blog/modem-vs-router If it's the latter: This doesn't provide free internet access unless you link another neighbor's connection to it.
