The most effective way to remotely boot your PC from a phone is using wake on LAN.
Your router can send WOL packets and your mobile device's LAN also supports this. You can then employ additional tools to activate Wake On LAN and connect via RDP.
Wake on Lan seems to be the best choice. I also think you'd need a different method to transmit WOL packets if you use this.
