You can connect Chrome Remote Desktop to your PC from your phone, but if you try to link directly from the phone without using a browser, it may not work. Make sure you open Chrome on your phone and then use the Remote Desktop feature to access your PC.

Your router can send WOL packets and your mobile device's LAN also supports this. You can then employ additional tools to activate Wake On LAN and connect via RDP.

Wake on Lan seems to be the best choice. I also think you'd need a different method to transmit WOL packets if you use this.
