Your motherboard doesn't show the FX8320 as a supported CPU. There are no Windows 10 drivers available for download, which might be the issue. Before making any changes, consider trying another game that isn't based on the Source engine. The Source engine, particularly CSGO, has faced performance problems. If other titles aren't causing trouble, check your GPU's Core Clock and CPU speed in Task Manager to ensure they're running at full capacity during games. Some users report that AMD's power-saving mode can interfere with GPU/CPU performance; it can be turned off using MSI Afterburner or Regedit. If that doesn't help, try installing Windows 7—your board may be compatible. If the problem persists, it could be a hardware fault. I own an i7-3770 and an R9 390, but I've experienced significant CSGO performance drops since the R8 Revolver was released in November 2015. Good luck!
I agree with Echondo to an extent. If you aren't having issues with that CPU and motherboard combo, you should be. However, in my experiences with Windows 10 thus far, I have found that it is highly susceptible to high DPC latency caused by either improper or corrupted drivers. Given that you had no issues before, and only the OS has changed as a factor, I'd be highly inclined to believe that you may be suffering from this sort of issue. Here's a little program I like to use, and it should give you a fairly good rundown of what your system is doing: http://www.resplendence.com/latencymon The things you are looking for are hard page faults, and high total execution time for drivers.
Thanks for the assistance. After the latest Windows 10 update, the system seems to be performing better. I turned off the ULPS on MSI afterburner and played some games; frame drops were less noticeable than before, though they’re still expected with my build. I plan to upgrade my motherboard soon.
