A faulty driver might play a role, though I don't think it's the case here. The PSU and motherboard are likely functioning properly. Overheating in the VRM can restrict power to the CPU, causing slowdowns and stuttering. Is your system receiving adequate cooling?

Typically, the CPU that reaches its maximum performance is the one that handles heavy GPU tasks such as textures and AI. Aim for the GPU operating at 99-100% while keeping the CPU below 90-80% or even lower.

Adjust the configuration first to fully utilize the GPU (that's acceptable). You should release some CPU resources for Windows, additional applications, and high usage demands.

Also, do you have a 144Hz display? I tend to reduce a bit in peak FPS for a steadier average frame rate (plus better low-end performance).

The CPU temperature isn't the main issue—it's how much it's being used. Check the task manager ("Ctrl + Shift + Esc") to see its activity. If it hits 100% usage, the game will drop performance significantly. Aim for around 120 FPS instead; push the GPU while letting the CPU relax a bit.
