Both on your desktop and laptop, an additional language has been added. However, when you accessed the language settings, it wasn’t visible as shown in the screenshots. The control panel also didn’t show any language options. Right now, I’ve turned off the hotkey for switching languages, but I might re-enable it later. Any suggestions other than restarting your computer?

When the second language isn't visible, it means the system has been updated. You may be using a different keyboard layout rather than the intended language. It's possible the layout switcher hotkey is disabled, which would prevent automatic detection.

I'm not sure if it was added, all I know is that I accidentally changed it using shortcuts. It also appears on the taskbar as shown in the screenshot. I mentioned I can turn off the shortcuts, but I want to understand how to properly fix it. I checked all the language settings options, but didn't find any Belgian French keyboard or language references. I also tried applying the keyboard layout I thought was available, then removing it again, but it didn't work. Since I disabled the shortcut, it shouldn't bother me now, but this issue still feels strange and someone might have helped me resolve it.
