Ryzen 1600 with a 3.9GHz clock speed and 1.325V (tested on Prime for over an hour and remained consistently stable)
GTX 1050 Ti at 1911MHz (regular overclock tested on Loop without issues; I also achieved 2012MHz stability with 100% voltage, but I prefer the 1911MHz setting)
1x8GB of RAM at 3000MHz CL16
MSI B350 Gaming Plus Motherboard
256GB NVMe Samsung SSD
60Hz 1080p Monitor
Vsync Fast (similar to Vsync Off but without screen tearing; I tested both options and remain with FAST)
Nvidia Panel configured for Regular Performance settings, no modifications were made.

While playing Ring of Elysium on medium settings, I consistently achieved 50-75 FPS, which is playable like other games I've tested. However, the game still exhibits stuttering at any frame rate; switching to low graphics resulted in 65-90 FPS with occasional stutters.
I attempted numerous troubleshooting steps, including a clean Windows installation and using DDU to reinstall drivers, but I haven’t identified the root cause of the issue.
Question: What methods are available for testing and diagnosing PC performance to pinpoint the source of the problem?

It’s highly likely the issue stems from your use of single-channel RAM, combined with just 8GB of memory – a factor that often causes performance problems in demanding titles such as PUBG and Ring of Elysium.

I’m tracking my RAM usage, it's currently between 5.4 and 5.9GB. I previously experienced this issue while playing PUBG but not before. It occurred with World of Warcraft, which I resolved by using Clean Windows and updating drivers, however, it has returned in The Elder Scrolls Online, whereas it’s stable in Counter-Strike: Global Offensive, PUBG, and World of Warcraft.

I recently reviewed a video clip I recorded; the GPU usage appears inconsistent, fluctuating significantly and resulting in some lag.

I then tested World of Warcraft Legion with Ultra settings, visiting Dalaran Capital during peak player activity, and achieved frame rates between 35 and 60 with incredibly smooth performance and no frametime spikes. The Elder Scrolls Online continues to stutter even at 70-80 frames per second, either through sudden frame rate drops or simply persistent stutters at a consistent 75 fps.
