if you change everything to low, is means that it is a CPU issue

Here’s the rewritten text:

“Let's analyze this situation with a focus on potential hardware issues. Specifically, we should consider if the CPU – the central processing unit – might be malfunctioning. A faulty CPU can cause various problems that mimic software errors, so it's important to rule out a hardware problem before assuming it’s a software issue.”

perhaps just underpowered to hold consistent 60fps, or something else is using processor power so that it can't maintain 60.

Here’s a rewritten version of the text, aiming for clarity and flow while preserving the original meaning:

“I was experiencing performance issues with *Rise of the Tomb Raider* on high settings, resulting in frame rate drops to 30fps or 60fps. This occurred after updating the Radeon driver – specifically, an update caused flickering and a slow recovery time. I’ve tried reverting to a previous driver version, but the problem persists, causing significant lag during gameplay. To resolve this, I plan to perform a clean Windows installation and reinstall all drivers from scratch, starting with the original driver before the update that triggered the issue. I'll report back if it fixes the problem.”

DDU to remove drivers, no need to reinstall windows.
What are CPU and GPU temps at load?

Here’s a rewritten version of the text, aiming for clarity and flow:

“I recently reinstalled Windows to get rid of some issues I was experiencing. Now, I'm able to play Watch Dogs 2 smoothly without any lag. While the frame rate occasionally dips below 60 FPS, it doesn’t feel like a true lag – just a momentary drop. I plan to test Vampyr later and see how it performs. The installation process itself was easy because there wasn’t much pre-existing data on the drive.”
