In short, the base clock speed refers to the CPU's operating rate when idle or performing light tasks. It can increase to its maximum turbo frequency during more demanding operations, allowing it to complete tasks quicker by reaching that higher speed. If you overclock, all cores remain fixed at that speed permanently, ensuring consistent performance at that level. This defines the new 'base' clock speed, which cannot exceed that specific frequency.
