It might be coming from the modem, because modems have two separate lanes that can handle high-speed stuff like 900Mbps plans. But in reality, they aren't enough for just 400Mbps plans. A standard 32/8 modem is okay up to 500Mbps and works fine for gigabit+ speeds. If you need 3.1 Gigabit Ethernet on your router (which most US internet providers ask for), then a dedicated 32/8 modem is needed.
