Just built a (Seemingly) great gaming PC, however low FPS on everything?
Here’s a rewritten version of the text, focusing on clarity and conciseness:
“I recently built a gaming PC with the following specifications: an NVIDIA GTX 1070 Ti graphics card, an AMD Ryzen 7 2700 processor (8 cores), 16GB of DDR4 RAM installed in dual channels, and an ASUS ROG Strix B350-F Gaming motherboard. I attempted to play Rust, but experienced extremely unstable frame rates – typically below 40 FPS even on the lowest settings. Despite maintaining normal temperatures and using a 450/550 watt power supply, the game’s performance was significantly worse than expected. I suspect incompatibility between my components, particularly the GPU and motherboard, or potentially insufficient power for demanding games like Rust at this level of detail. I'm concerned about whether these parts are not optimally suited for gaming.”
GTX 1070 Ti, ASUS ROG STRIX 350-B, AMD Ryzen 7 2700, 8GB DDR4 RAM, Bronze 450/550W PSU. Rust FPS is low (around 40 on lowest settings). Suggestion: Roll back GPU drivers to older versions. Monitor task manager for memory and CPU usage. Consider upgrading RAM.

Got it! I just wiped my whole computer because I did use and old hard drive and ssd on this new rig. I'm going to go home and update my driver's and get back to you! Also, I didn't mean to downvote that, it was an accident!
I'm still around, so let me know.
