You're starting your first PC build with a 9800 X 3d NZXT motherboard, seven 650 series RAM modules, and your CPU and memory indicators are stuck red. You've already tried cleaning out the CPU cooler and swapping the CPU, but nothing resolved the issue.

Have you refreshed the system info? The 9800x3d isn't built-in with the nzxt b650, and nzxt is known for avoiding boards that come with the latest bios.

They fall within A2 + B2, specifically second and fourth on the CPU.

I used my rim sticks in the first and third slots, the second and fourth, and only the fourth one, but it didn’t work.
