I've enabled Intel Turbo Boost in the BIOS, and the power plan is set to high performance. I looked for a solution online suggesting changing the Intel PPMC registry value from 3 to 4, but that didn't resolve the issue. Since I can't access overclocking settings, there might be another fix available. I'm still at 2.9 GHz even when the system is under load.

My understanding seems accurate. Turbo boost typically applies to multi-core tasks, and at full core utilization you'd only see the base frequency. You can test this in CPU-Z with a 3.4 GHz benchmark. P.S.: Some OEM systems never exceed base speed.

Maximum boost speed applies only to single-core tasks. Refer to the Intel page for details. Clicking the ? next to Max Turbo Frequency will show it still works for multi-core workloads, though at a lower boost level. It’s possible the manufacturer lacks adequate cooling or power supply, or has restricted boost for other reasons. This doesn’t improve performance and actually consumes more energy. It stops the CPU from entering low-power mode when feasible, which could help maintain cooler temperatures.

bios doesnt have much options since its an oem board but theres turbo mode and virtualization

The cooling performs exceptionally well. Under heavy use it draws just 20 watts while maintaining a temperature of 49 degrees Celsius.

I attempted to use it and reviewed some tutorials, but it remains unresponsive. You might need to enable CPU Boost in the registry settings.
