I get what you mean; the system loses value when almost every game gets top marks, yet everything stays rigidly the same. I hope they adopt a better approach like the movie rating scale. Too many violent, graphic films are labeled PG-13, while similar games (CS:GO, Rainbow Six Siege, Fallout 4, Battlefield) get M ratings. It's tough because our industry faces lots of lawsuits. Considering this, game reviewers tend to be "safer than sorry."
The content consistently features Custer's Revenge, but it isn't classified as an M-rated item.
