It's typical, though I favor version 8.1. I notice a noticeable improvement in speed and fluidity compared to 7.
If you're running Windows 95 or an earlier version, that's unusual. So... it's okay.
I wouldn't bother upgrading even with Vista. That operating system brought all the major updates that define today's platforms. Even Windows 8 is essentially just Vista with some visual adjustments and small fixes.
I'm still running Windows 7, and I expect to stay on it for a while. I believe any major issues will be resolved once Windows 10 is released.
