It's common for windows to restart when installing or updating.
During installation, the drive was dropped from about 50cm with only a minor scratch. After setup, the PC restarted and only limited options appeared before returning to Wi-Fi selection. This behavior is unusual. It could indicate an issue with the disk or storage system. (The same occurred when installing Windows after formatting.)
