One thing you can try is taking the side panel off the case and see how your temps react. If your CPU and GPU temps go down then you have an airflow issue in the case and need to add more fans, if the temps stay the same then you are fine.
The 1080ti is a little old so a repaste wouldnt hurt, but being that old you might have to replace the thermal pads as well and im not sure what thickness they are.
