I just moved to a new house, and when I connected my PC and started the game, it was running at a maximum of 20 fps (before that everything worked fine). I looked into the task manager and processor usage, which were consistently at 100% all the time. My processor is an i3 6 generation and the GPU is a GTX 1050 Ti.
Did you connect the monitor to the GPU video port?
If you connect it to the motherboard, it might explain why you're seeing 20 FPS.
Turn off the PC, verify, attach the video cable to the right port, and hope it resolves the issue.
