I own two RAM kits: Corsair Vengeance 3600mhz CL16 1.35V RGB and one without RGB. To reach full speed on the standard model, enable XMP and raise the DRAM voltage by 0.5V. With the RGB version, I recently returned it via RMA and achieved up to 3466mhz at 1.45V (base 1.35). Anyone know why this difference occurs?

Since the memory controller on the CPU isn't sufficient, not every silicon chip performs the same.
