There seems to be an issue where the CPU can't reach higher or lower than 1.09 GHz, and the available processor settings have vanished from the power plan.

Many have mentioned this before, but a 1GHz clock speed is a typical rate for that CPU. The claimed turbo speed of 3GHz will only last about 30 seconds during heavy work. The power settings seem odd, but if the menu reappears, make sure it's set to performance mode. This could reduce battery life.

You need to verify the usage details. If it's around 50% or higher, it may run at maximum frequency, especially on a Pentium processor. I also think the Windows Task Manager is unreliable; consider using CPUID with HWMonitor for better accuracy and more detailed data. Even when usage is low, CPUs can still reach their top speed. My machine has an i5-12600K with a base frequency of about 3 GHz and turbo up to 4.9 GHz. During stress tests at full load, it hit nearly its maximum clock speed. At only about 25% utilization, it dropped to roughly 200 MHz (0.2 GHz). That’s not a concern. I’ve attached two screenshots for reference: one showing 100% usage and another at 25%.

Share your first and second screenshots for comparison. Include a ThrottleStop TPL window capture. If turbo power limits remain unlocked, raise them to lessen throttling. Look at the MMIO Lock option in the top-right of the TPL window. On ThrottleStop’s main screen, verify the Set Multiplier field and turn it on. The Monitoring... label should disappear from the ThrottleStop title bar. Remove the BD PROCHOT box if needed.

In essence, if the workload stays steady and strong enough, the boost timer won’t reset. It shows a stuck behavior. Because the n5030 struggles to handle heavy tasks, it likely just runs at maximum usage during idle times, staying around 1.1GHz. Normally, it should operate smoothly when CPU use exceeds 30%, but in reality, the machine appears too weak to run Windows properly. Consider switching devices.

They're also quite slow on chromebooks. Still, it's better than nothing but very slow overall.

Certainly, it would still be a bit slow, but those devices should manage ChromeOS and 50 tabs on 4 GB RAM without major issues. The user believes the other person's machine could handle it too.
