Disassemble the system thoroughly. Rebuild all parts once more. Focus only on CPU and RAM, and install just one HD. Ensure the RAM is placed correctly in the designated slot, following the slot order. Attempt to install the OS next. Verify if it will boot on this machine after changing the OS. Share your findings.
I finally figured it out. I took it to a repair shop and checked my motherboard and memory with a 3700x, everything functioned properly. When I swapped in a 3600x on another board, the problem reappeared. Sadly, it seems my CPU is the culprit. This strange issue is happening to many people online, but few have reported it. Hope you're lucky with your warranty in your country!
