In all game modes of CS:GO it feels slow, especially when moving the mouse. Your FPS spikes after you die but drops again when you respawn. What’s happening?

When you are alive, the GPU is waiting for your input, it renders the incoming video along with your input from mouse and kbd whereas when you die, the GPU is no more waiting for your input and hence only needs to process the incoming video stream from the other players that's why it can render more fps when you die. That happens with everyone.
