If the CPU struggles to match the GPU's speed, then performance can be limited based on the game. That's a general idea. But you have a decent CPU for mid-range gaming and a capable GPU for the same level. It works reasonably well.

What is your budget and location? You can find better cards at a lower cost on the used market. Check out a R9 290x and consider getting a solid PSU for it.

There will always be a slowdown. It's just how hardware works. Bottlenecks shift between games and configurations too. Don't stress about it. The CPU isn't the best, but it should function well.

The HD 7970 is a suitable option, though it runs a bit slower compared to the R9 290X. The R9 280X could be another viable choice, but it tends to be even slower than the 7970.
