When attempting to move steam from the desktop in your exproler, you receive a message stating that steam is open in Steam.

It seems the system might be running in a loop. I believe the application is launching from within itself. Restarting the computer could temporarily stop it, giving you a chance to adjust its position. This is just a guess.
You can simply configure your computer to remove apps from the home screen by right-clicking the mouse, dragging the view menu, and choosing Show Apps.
