I haven't seen any new programs yet. https://gyazo.com/ded6c70360e9da5b024385ce183a7988 Those are my startup programs; the only one I'm unsure about is the "Program" one.

Click the Name tab, select Command Line, and see the actual program it uses.

I don’t recognize any command line option. The output appears to be a message from a software or system, possibly indicating settings or error information.

Are you sure you're not the system administrator? What type of motherboard are you using?

Initially, it seems another user account is consuming excessive resources. In the first image you shared, Neil accounts for only 51.3% of CPU usage, whereas total usage is 61.5%. Reduce your own account in that view, check the CPU column to identify resource hogs. If needed, share a new picture highlighting the issue. Make sure to log out any other active accounts. After resolving the problem, increase your account size and upload a new image keeping the CPU column in focus. The first thing to eliminate would be Gyazo, as a nearly 10% CPU load is unacceptable for such an unnecessary process.
