I observed this discrepancy on Windows 11 version 21H2 build 22000.318 that seemed intriguing. I’m not sure what might be causing it, but the Task Manager appears to be misrepresenting download speeds in the performance and processes tabs. It doesn’t matter much, and I suspect Microsoft is aware of this issue, though it remains an interesting problem (all images were captured within a short time frame).

The charts might represent averages from a specific timeframe, while the process column displays live information. Did the overall value remain consistently lower?

Throughout the process, speeds stayed consistently between 280-300mbps in the tab.
