Welcome to the forums, newcomer!
2) ASRock B650e PG RIPTIDE WIFI (New motherboard, BIOS updated to 1.28)

You need to install BIOS updates. Update it to the latest version, then reset the CMOS.
3) Crucial 16GB CT16G48C40U5 (New RAM, not listed on ASRock site but available on Pangoly)
You should consider a DDR5-6000MHz dual channel RAM kit.
5) Saphhire Radeon RX 580 8GB ("USED CARD from China", likely mined)
This news isn’t going to be positive no matter what you think.
I’ve recently updated Windows 11
Where did you get the installer from?
I was using an HDD (3 years old, 8TB)
There’s no mention of an SSD, so this is likely the issue. Get an NVMe SSD, reinstall the OS onto it and your system should start working properly.
