I completed the usual steps I could find. Removed battery to clear CMOS, updated BIOS via USB to the latest version, and after the second update, the BIOS update light stopped blinking and turned off. Replaced the CPU... I don’t know anything else.

Typically the motherboard is the main issue, not the CPU because faulty CPUs are uncommon and the board is the most likely culprit besides RAM. Since you've checked your RAM, consider replacing the board and getting a new one. If you opt for a refund instead of a replacement, the B650e Taichi Lite could be worth looking into—it offers USB4 on the rear I/O, multiple USB3 ports, and plenty of ECC support for overclocking the 7800X3D. It also supports Wi-Fi.
