I have been working on this for a few days now and I don’t know what to do next.
A few days ago I experienced the blue screen recovery window. I haven’t touched anything or noticed any updates. I couldn’t even enter safe mode.
For some time I tried different solutions—checked all command prompts fixes, ran sfc scan, bootrec, and chkdsk—but nothing worked.
I created an OS USB port and attempted to fix it through there, but had no success.
The system recovery option also didn’t help. By now I’ve checked all common issues and examined my hard drive, which seems fine.
Since yesterday my PC just stopped turning on, even after testing multiple power outlets around the house, it still won’t start.
Is there any way to fix this? If so, what steps should I take? I really can’t afford to buy a new one anytime soon.

I'm having trouble turning the computer on and fully checking its specifications because I don't remember them well. But I can still do what I can. The power supply unit is an EvGA 750 G6, the GPU is an AMD Radeon 6500, the SSD is a Samsung 870 EVO 1TB, and the HDD is a standard 1TB drive. Windows OS is stored there too. The motherboard is a TUF Gaming 470x with two 8GB RAM sticks, making a total of 16GB. I don't remember where else to look, unfortunately.

out of boredom I tried turning on my computer, and it worked again. But the boot problems are still occurring, so things haven't really improved.

I suggest a hold on doing a clean install.
Start with some additional troubleshooting efforts.
Look in Reliability History and Event Viewer for any error codes, warnings, or informational events being captured just before or at the time the boot problems.
Run the built in Windows troubleshooters. The troubleshooters may find and fix something.
Next try "dism" and "sfc /scannow".
FYI:

Good chance that the problem could be solved accordingly or, if anything, another clue or two will be found.

Sorry for the delay! I was busy for a while. Anyway, I followed the guidance provided. I want to mention that I can only reach through recovery mode and BIOS settings. I can't even get into Safe mode. However, I managed to run the troubleshooter command prompt.

For the DSIM health check it shows:
Error: 50
DISM doesn’t support servicing Windows PE with the /online option.
In fact, all DISM steps indicate the same issue. I’m not sure if this is because it’s not running in administrator mode or something else. I’d guess it should automatically run in recovery mode.

From SFC /Scannow it was able to scan, but then it reported "Windows Resource Protection Could not perform the requested operation."
That’s why I decided to run sfc /scannow /offbootdir=d:\ /offwindir=d:\windows.
I’m sure this might help, though here are the results of that attempt. If the link to my image wasn’t working, I’m sorry.

Windows PE refers to the Windows Pre-installation Environment? Source? Installation details?

It is mounted on the hard drive. The machine was assembled beforehand.
