The game is currently set for 32-bit with DX9, but you're asking if switching to DX11 is possible or better. Your GTX 970 usage stays around 50% even at max settings, giving you about 65fps without Vsync. GPU utilization isn't at 100% because of other factors like game performance and system load.

No, that's not correct. The game isn't restricted because it resembles a sport; rules apply based on the activity itself.

I sense some confusion behind that question, so I'll elaborate a bit: the graphics API used is part of the way the game was coded, no matter what the player's PC supports. There are some games that support multiple versions of DirectX, Mantle, or OpenGL, but they are fairly uncommon, and the option is only there because the developers wrote the game that way. As far as I know, Rocket League has no such option.
