On behalf of my other post I also have a Dell XPS 400 experiencing an unusual problem I haven’t seen before. The system functions normally until I disconnect it and then reconnect it, at which point nothing appears on the screen and an error code appears on the front panel. I don’t recall the exact steps but I know it’s related to bad RAM, even though I’m certain my machine has reliable RAM. After that, I unplugged all connected devices, powered it on and off, then reconnected everything and it worked fine again. I’m puzzled as to why this happens despite everything functioning normally otherwise.

Did you swap out the motherboard battery? Or perhaps you replaced the power supply and it just failed completely. I experienced the same problem with Dell XPS 400 models up to the DELL OPTIPLEX 745. My solution was to replace the battery, which took about 5 minutes. After that, it would start up fine, but if left unplugged for a while, it would fail again. You might need to repeat this process occasionally.

I'm using an Optiplex 745 as my primary machine and have never experienced this issue before, except with the XPS 400. I'm sure I did swap out the CMOS battery, but I haven't changed the power supply.

The matter is, I acquired it around a month back and it was almost like new, completely untouched, and clean, but it still has that issue.

I really enjoyed my DELL OPTIPLEX 745. I made modifications to the bottom half of the PCI-E slot so I could install a Nvidia 8800Gt. Dell placed the CPU cooler in the path of the 16x's PCI-E slot, which prevented a bigger card from fitting. It was fun.
But regarding the 400, let me know if a power supply helps.

The issue is I'm really unsure about how to extract the power supply, and I don't have any alternatives that could cover all areas. So I'll have to rely on my current approach.
