Two computers set up side by side on the same desk. One is connected to servers with 144-300 ping for matchmaking, while the other links to lower ping servers (30-40). Both are powered directly from the same switch. The behavior seems tied to server latency rather than any hidden Windows or Steam configuration. Firewall settings match perfectly, and both use the same version of Windows 10 Pro with a 8MBps connection.

It's unclear why some servers are restricted to specific groups. You can adjust the "mm_dedicated_search_maxping ##" parameter to a smaller number so only servers with your chosen ping threshold join. Edit: you might also try the matchmaking server picker at http://gamebanana.com/tools/5684 and filter out distant servers.
