I assembled my PC with a friend's assistance in 2015 and have encountered frequent stuttering across most applications, particularly during gaming. This causes significant slowdowns and is quite annoying. Additionally, load screens appear to take longer than expected, as my friend's system loads in half the time or less. If anyone has suggestions, I'm very open to feedback. Here are my system details:
CPU: Intel Core i7-4790K 4 GHz Quad-Core Processor
Bios version F5
Motherboard: Gigabyte GA-Z97X-Gaming GT ATX LGA1150
Memory: Corsair Vengeance 16 GB (2 x 8 GB) DDR3-1600 CL9
Storage: Samsung 870 Evo 2 TB 2.5" SSD
Video Card: NVIDIA 9001G4012510000 GeForce GTX 970 4 GB
Power Supply: Rosewill Capstone G750 750 W (80+ Gold Certified)
OS: Microsoft Windows 10 Home OEM - DVD 64-bit
Monitor: Dell E2414H 24.0" 1920 x 1080
I understand it's not exceptional, but even basic games still require more than the minimum specs today. I've played titles like Smite, Diablo 4, BG3, League of Legends, Diablo Immortal, and Tabletop Simulator, all experiencing similar stuttering problems. The issue occurs with both video and audio simultaneously.

I've attempted disk cleanup as an administrator, defragmentation, and increased virtual memory. Running games with the lowest video settings helps slightly, but only marginally. I've also tried using a secondary profile to investigate process-specific problems, which resulted in the same stuttering.

If anyone has any ideas or solutions, I would really appreciate it.

Welcome to the forums, newcomer!
Consider updating the BIOS for your motherboard. Then, using Samsung's Magician app, check for any pending firmware updates for your SSD. You may need to rebuild your bootable USB installer for Windows 10 and reinstall the OS after formatting the SSD. Install all relevant drivers manually via an elevated command—right-click the installer and select Run as Administrator.
Avoid running disk defragmentation on the SSD, as it can harm its performance.

Thank you for your prompt reply. I attempted to follow your guidance at my own speed but haven’t seen any progress. I visited the Gigabytes website and tried installing the latest (F7) BIOS update, but it indicated the package was 16-bit and wouldn’t run. After installing and reinstalling, the Samsung Magician app displayed everything correctly, yet the new 2TB drive appeared as 'not supported'. When I created a bootable drive and loaded it, reinstalling the OS failed because none of the devices showed DTI support. I checked the Device Manager and manually updated all drivers, if that’s what you intended. I apologize the defrag was done on the old drive instead of the new one. The new drive seems to be about 5-6 months old.
