So I’m having an issue with CS:GO.
Used to be able to hit around 190-200 FPS at 1440p, but now I’m getting only 30-40 FPS on 1080p when I launch the game.
I’m running it with a water-cooled R7 2700X and an RX570, just to save money until I can get a new GPU.

Hit the drivers, remove them entirely, and reinstall.

It seems the vertical sync was turned off, which might explain the issue.

No, the vertical sync feature must remain active.
