I don't understand why you're experiencing low FPS across all your games. Even after reinstalling drivers and updating them, the frame rates remain the same. Your friend has the same GPU but his system runs faster. Your hardware specs are very similar—what could be missing? Consider checking for background processes, adjusting settings, or testing on a different machine.

Mostly the only CPU that lets Minecraft run decently without changes was an i7-4790. Even my older i5 would lag. The game is just pretty rough. To get the best performance, close background apps, use Optifine, lower all settings, boost priority, and adjust memory settings for the game. There are plenty of guides online to help.
