The title accurately describes your experience. You're consistently around 180 frames but still face severe tearing. Avoiding VSync is a good idea due to the lag. Uninstalling GeForce Experience has reportedly helped some users.

I used CS for years with Vsync. The GForce expansion pack isn't related to it.

For top CSGO performance, keep everything uncapped and unsynced. I haven’t tested GeForce’s impact personally, but I wouldn’t rely on it. You’ll have to accept the strain—unless you invest in gsync, or risk lag and delayed inputs.

Latency is probably the main issue. Just double-check you’re in fullscreen; that way, you won’t experience tearing even in a windowed setup.

Your explanation is a bit unclear, you experience delays because of high frame rate and high ping? Delays happen due to high ping, bigger ping isn’t ideal, the smaller the better. If you’re using Wi‑Fi, switch to a wired Ethernet connection for lower latency and fewer interruptions. On your console, enable NetGraph (type “net_graph 1” in the console) to check for any blocked or lost packets. If there’s a block, it points to a server issue; if packets are missing, it’s likely a local problem—turn off downloads or see if anyone else uses the same connection. To fix input lag naturally, lower your game’s FPS without forcing it, since that can cause input delay. On your NVIDIA control panel, adjust “maximum pre-rendered frames” to help stabilize FPS; some setups automatically reduce FPS. You can also cut background apps that use CPU heavily, though this might lead to occasional freezes—try opening a Chrome tab while playing and see if it stabilizes. Using a monitor with 144Hz can help; I usually see 200‑240 FPS on competitive games and stay smooth after upgrading. Just set max_fps to 0 on the console (or 999 to cap), which works similarly to limiting FPS.

Lino has a point; high ping is likely the problem. You can also turn on VSync for better performance. VSync won't add noticeable lag unless it creates measurable delays.

Have you experimented with launching the game through custom commands? You can assign unique settings to the game so it automatically applies them when it starts. Open your Steam library, right-click on CSGO, select Properties, then look for the "Set Launch Options" button on the first tab and click it. In the new window, add parameters like "-command X". For instance, in my setup I use -freq 150 and refresh 150. I set them equal and didn’t see any stuttering. For your reference, I’d suggest adjusting -freq and refresh to match your desired frame rate. Disable VSync on CSGO as it causes noticeable input lag—something I’ve personally experienced. Good luck!

This likely stems from a glitch in the CSGO Engine connected to the VSync setting, leading to an undesired issue. VSync isn't responsible for noticeable delays or input lag because it doesn't interact with your input devices.
