Adjusted the settings and everything worked better now. It seems to perform well under stress, but during heavy loads (like the Cinebench multi-core test), the speed drops to around 3.4–3.45 GHz at peak. There was a brief drop to 3.2 for a couple of seconds. The high temperatures—55°C—might be affecting it.
Access the ThrottleStop Limit Reasons window to view the throttling reason. You should notice PL1 or PL2 highlighted red in the CORE column of Limit Reasons when Cinebench is active. The E3-1231 v3 features a low 80W TDP cap. Share a screenshot of the ThrottleStop TPL window to see the turbo power restrictions. Many boards from this period lock these limits, preventing changes. If they remain fixed, ThrottleStop can be used to adjust them. This should enable Cinebench performance at the full 36.00 multiplier.
In the limits section it displays EDP Current flashing red during idle/overload while PL1 and PL2 remain yellow. Would updating BIOS to higher power settings or adjusting turbo limits help? I also considered modifying the BIOS version from F3(2020) to F1(2014) to access older CPU microcode, but no changes occurred. Edited February 27, 2024 by kita3
Configured PL1 and PL2 to 150. Removed all Clamp containers. Adjusted turbo time to default 28 seconds. Increased PP0 Current Limit to maximum 1023. Raised PP0 Power Limit to 150.
