I recently acquired a used desktop from a friend. Specs: CPU Ryzen 5 3600, Motherboard MSI 7B85, GPU AMD RX 580 Series, RAM 16 GB DDR4 3200 MHz, 512 GB NVMe SSD, 550W PSU, OS Windows 11. Issue: Upon logging in, any app launches within 15-30 seconds crashes the PC completely without BSOD, then restarts after a few seconds. After 30+ seconds it works fine. Diagnostics show no error messages. No crash dump was saved because none occurred. I ran the recommended diagnostics tool but got no results. Tried BIOS update, reinstalled Windows from USB, re-seated GPU and RAM. The problem persists. Anyone know what might be causing this?

Disable CMOS on the motherboard and perform tests using default settings.
