It's not terrible, but it definitely appears less appealing. It depends on whether you prioritize stunning visuals or a functional game. I maintain a consistent 55-60 FPS while moving, but it falls to 40-50 during driving. There are still sections that severely impact performance. When I'm navigating mountainous terrain, my FPS drops significantly. I do employ SweetFX, though it slightly affects speed.

Absolutely. Based on location, the value can drop significantly—sometimes to 35. Partially responsible is SweetFX, but it now appears much improved, which makes it hard to revert.
What resolution are you using? Are you in fullscreen or windowed mode? Regarding stuttering, is this online or story mode, or both? Have you configured your RAM settings in UEFI or left it on auto? I'm playing on a 4670k with 4.5 and 2x 670 4GB, but I still experience drops to the low 50s at 1200/60Hz. Ultra/very high 2xmsaa 130hi/55low (sever melee and red GPS).
It might work with Vsync. I experienced some stuttering when it was on, but it stopped after I turned it off.
