GPU is RTX 5080
CPU is AMD Ryzen 7 9800x3d
RAM is 32gb DDR5
MOBO is ROG Strix x870-F Gaming wifi
Game runs on a generation 4 NVMe SSD
According to the title, performance is very poor compared to other games with these specs, often staying below 60fps in some areas but improving outside. There are no discussions about this issue, and I have to rely on frame generation for certain interiors, though sometimes it doesn’t activate at all. My GPU is maxed out while my CPU does very little. I could play 2077 with path tracing much more smoothly than this.

My friend has a very similar PC and doesn't encounter the drops I do, especially in interiors. Something must be wrong with it or my PC. The drops only appear in interiors where the frame rate drops to half its normal level. Also, this guide doesn't seem to work on Windows 11, and the person who made the video is using Windows 8.
Even with the same PC specifications, the experience will still vary.
If a PC-related problem exists, it tends to appear in many games, but since it only occurs in one game, the cause is likely tied to that specific title.

This problem seems to happen only in interiors for me, not inside my own frame rate. Outside environments like nightclubs or mansions cause my framerate to drop sharply, sometimes to just 60fps. All previous discussions mention low framerates generally, but my case is much more unusual and confusing. Thanks for the help, though—I’m still puzzled. My friend’s PC looks almost identical to mine, yet their interiors work perfectly, while my frame rate halves no matter what.
It isn't a frame cap because the frame generation process, which sometimes turns off unexpectedly, actually boosts the frame rate. I've gone through the basics, but there seems to be an issue with interiors not working well on my PC, which doesn't make much sense. I need to look into this more.
This is literally a fresh clean install of windows 11 on a brand new pc and no other game is broken like this.
Additionally, another problem occurs where both DLSS and frame generation stop unexpectedly, needing a game restart to restore them.
