I have
this
prebuilt that I got back from 2017. I upgraded it with a SATA Samsung 860 EVO 1 TB and two 8 GB sticks of Corsair Vengence RAM.
Just over the past year I've been having some performance issues with it in games that I never had a problem with. Games will freeze and stuttering and significantly drop in frames in areas with a lot of geometry.
Most notably this happens when loading in new areas. I can send any information and diagnostics or try whatever might diagnose a potential issue, I just don't know where to begin because its been the same song and dance for a while now.
I've reinstalled windows 10 after getting stuck with windows 11 insider builds and I don't really notice that much of a performance increase. Essentially I'm just looking for guidance. I was planning on building a new computer anyway but would like to see if there's anything I'm missing with this one that could be causing such performance issues.

there is a video showing what happened at 0:56, where it freezes. I have all the metrics visible, hopefully you can understand them clearly. The issue is much more severe in some parts and occurs consistently across different games.
