He has a GTX 650 with 8GB RAM and an i5 4690k processor. He struggles to play YouTube videos in 720p, achieving only 20 fps on CS GO at low settings. At medium settings, he manages around 120 fps but experiences frequent lag, rarely exceeding 30 fps. I've reinstalled Windows and GPU drivers, overclocked briefly, and even tried defragmentation and antivirus scans. The PC runs at about 50°C, has a 120GB SSD with unused space, and only a few programs installed—Advanced SystemCare, Avast, Steam, CSGO, and Chrome. His CPU usage drops to around 16% during games, likely due to background apps like Skype and Chrome. No CPU is fully parked. He hasn't had any issues with underclocking; the system runs smoothly at 3.5 GHz with four cores.

He hasn't had his SSD fully defragmented. His graphics card might be limiting performance.

You wouldn't defrag a SSD because it can damage its controller and reduce its lifespan. Defragmentation is only useful for traditional hard drives.
