If it's set, you can experiment by lowering the voltage slightly and retesting, repeating until you find the optimal setting, or keep it as it is.
To keep it steady at 3.8GHz all the time, you'd need to turn off AMD Cool n Quiet in the BIOS, which reduces clock speed when the system is idle to save power and reduce heat.
I think it's fixed now, but I'm confused about these sudden changes. My software was showing lower clock speeds even though they were usually locked at 3.8GHz. I had Cool n Quiet disabled before, so that's why I was concerned. Thanks for the assistance, everything seems to be working well now.
