Issues with Battlefield 4 performance on FPS platforms

I encountered a strange frame rate stutter in BF4. Even with low settings, the ping-like effect persists. My FPS stays around 10-15, and it keeps happening no matter how I adjust. Anyone else experiencing this issue?

PC specifications? Rubberbanding is also a server problem and resolves after restarting.
