This information doesn't really add anything new. Right now your computer isn't using much power, so the processor is lowering all cores' speed to 1546 Mhz and cutting voltage to 0.8v. For accurate results, you need to be inside a game while playing. Open HW Info, place it in a corner, start a game, then go to options and choose window mode with a smaller resolution. This lets you play the game and view HW Info without interruptions. Scroll down to see CPU load and core temperature. If your screen resolution is too low, hide sections by right-clicking and selecting disable. HW Info might also show GPU temperature and video card load. Generally, if the CPU stays cool and some cores run at 3200-3600 Mhz, everything looks normal. Watching GPU usage can help you understand performance when the CPU is busy. Games often demand a lot from the CPU, especially strategy titles, and a strong GPU can handle lower resolutions better.
